OK. So now we've established that root has all privileges (as it should), you need to look at the mysqldump command.
mysqldump is an executable. It is run at a command prompt, NOT AT A MYSQL prompt.

So, open a Windows command prompt, and run mysqldump
C:\Users\Jim>mysqldump -uroot -proot_password -E -R >c:/path/to/where/you/want/file.sql

You need to be sure that you have read/write privilege to the folder where you are directing the output to be written.
