There are DIY web server packages, eg pagekite. I don't know how good they are at hosting PHP-based or Python-based mysql-backend webapps. Apart from apability, a web server isn't a trivial thing, needs steady hands-on maintenance---usually you're better off to hire a shared hosting provider for pennies a day.
