What are you starting? The program
mysqld[.exe]?
If so, this is
exactly what you should expect. The database server (mysqld) starts and then continues to run, doing useful things for client applications that connect to it, until you shut it down.
Having started mysqld, you then need to be using
mysql, the command-line client program, or MySQL Workbench, or some other, client application to connect to the running [mysqld] server.
Or something else entirely could be going wrong; tell us more ...
