Depends on how MySQL was installed and configured, read https://unix.stackexchange.com/questions/28224/how-to-grant-a-no-root-user-rights-to-start-stop-restart-mysql-server-on-suse

Vendor shouldn't have either; if the server needs to be restarted, he asks the system DBA. If I'm you, I change that password right away.
