"Uploading" meaning transmitting across a LAN or WAN, or do you mean importing from a file on the same machine?

Assuming the latter, there are many possible reasons for such diffs. See https://www.percona.com/blog/2018/02/22/restore-mysql-logical-backup-maximum-speed/ for an account of some of the factors. Still, even 20 min for 4GB sounds a bit slow. Does the dump file turn off key checks, do multi-inserts?

Is the 5.6 DB also replicating, and if so to the same no. of slaves?

Have you compared the result variable settings across the two MySQL servers?
