No, nothing that I created is issuing a net start on the service.

I did a Full install of MySQL.

It must be something that MySQL installed on its own but I have not been able to find it. I have searched places in the registry (Run, RunOnce, etc.) and Task Scheduler to see where the culprit may be hiding, but so far, nothing.

Even the Event Viewer is silent about what might be causing that service to start running.

Does anybody with detailed knowledge of MySQL on Windows 10 know where/why/how the MySQL80 service gets started, even when the service startup type is Manual?

I suppose I could mark the service as Startup Type = Disabled, which would foil whatever is starting the service, but that is not a viable long-term solution.
