GRANTing on subnets?

Hi there. I'm trying to give access to a user on a different subnet without success. Example would be..

Server is on IP 192.168.10.101

I can grant all privileges....to 'user'@'192.168.10.%'
But I can't "" ....to 'user'@'192.168.%.%'

I get: Can't find any matching row in the user table.

I can't find any forum topics on this, apart from examples that should work. Could someone please let me know what I need to do?
