Creating new configuration file for Windows service

I have made a new datadir and initialized it, and now I wish to make a new default config file, rather than copy an existing one because I've heavily modified those.

I couldn't find instructions on how to create one, and I knew I needed to also make a Windows service for it, so I could connect to it in MySQL Workbench, so I decided to run mysqld with just the --install and --datadir options. However it doesn't show up in Workbench when I rescan, even though it does say it found one more server than before I added the new service.

I've searched my harddisk but I couldn't find any .cnf or .ini files that this new service could be using, and I can't log into it, despite changing the root password, using an init file.

So my question is two-fold. How do I login with the currently installed service, and how do I create a default config file, so I can add that to the service options?
