Hello Joe,

You may not be authenticating as the account you believe that login should be using.

Look at the output of this query
SELECT user(), current_user();


Then compare that to the info presented here:
https://dev.mysql.com/doc/refman/8.0/en/account-names.html

https://dev.mysql.com/doc/refman/8.0/en/privileges-provided.html ("usage" is a synonym for "no privileges")
