As long as those values are the real, Natural keys for the tables involved and the values do not change between initial record creation and their eventual destruction then yes, you can use them in this way.

Of course, that "do not change" bit is the sticking point - "text" values have a nasty habit of doing exactly that, which is why artificial, never-seen-by-Users, numeric, Surrogate Keys are so popular.
