FWIW, I've given up on this approach for the time being. It appears that an unstoppable force (MySQL) has met an immovable object (macOS) and they are simply not playing nice.
I've gone back to 5.x dev environment locally, as my remote host had not been upgraded. It feels like MySQL 8.0 has some bugs to flush out.
