The second table is only those towns that really are part of a larger town. Most towns will not have an entry in the second table. For example, people in Boston will say they live in Dorchester, but while Dorchester used to be a separate town but is now really a part of Boston. If a person moves to another town, no additional entry is required. Either the new town is self-sufficient, or it is a sub-town. If it is a sub-town, it has to be added only if that sub-town has never been used before.
