In MySQLWorkbench (8.0.20) - Options File > Security (tab) > Security (section)
the value set in my.cnf contains secure-file-priv (with dashes).

The longstanding user-unfriendly MySQL position is that options are typed with underscores in SELECT & SET statements, with dashes in option files and on the commandline, but mysqld --help shows them with dashes, mysqladmin with underscores, and at least in recent versions MySQL accepts names in option files with either.

To prove that MySQL is using your my.cnf, add a nonsense setting to it, then restart will error out.
