localhost is not allowed to connect to this mysql server

Hello,

The MySQL host computer restarted overnight unexpectedly, and when I tried to connect to MySQL this morning, I get error:

localhost is not allowed to connect to this mysql server

After doing some research, so far I've worked out

- if I add: skip-grant-tables to my.ini and restart the server I can logon
- there are no users listed in the user list
- if I try to add root, I get an error about can't add users due to skip-grant-tables being enabled

Appreciate suggestions on how to resolve
