I've commented out the secure-file-priv option in my.ini and restarted the server via "mysqld restart", making absolutely sure that this change was saved in the correct my.ini file. However, MySQL still operates under the assumption that I care where my uploads are placed.

How do I fix this?

Please read again. Without a setting, secure_file_priv defaults to null, which prohibits all imports & export.
