Best way to connect two local PCs is to connect each to a router via ethernet or failing that wifi, adjusting each PC's Network & Internet settings to have the PC join that network, thereby creating a LAN. Lots of info on the web about how to do that
Then if the database server runs an instance of MySQL, MySQL client program or WorkBench running on the other PC can cannot to the mySQL instance by addressing its network IP address or machine name in the --host argument (see the MySQL ,manual pages on connection), or by running programs written in a language with a MySQL API (eg PHP, Python, a .NET language, Java &c) connecting to that MySQL server.
