I searched C:\ProgramData\MySQL\MySQL Server 8.0\my.ini for default_authentication_plugin but I don’t find it on either machine.

I did find the following line in the Windows 11 Home machine:
authentication_policy=caching_sha2_password,,

On the Windows 10:
authentication_policy=caching_sha2_password

So only difference is commas at the end.

RE: each username you're using for these login attempts on the two machines, what is the mysql.user.plugin
I can’t figure out where to find this.

I’m not sure that I am answering the question you asked but I am struggling to understand the system.
