You can make mysql commandline client read from a file with "<" in from.

C:/>mysql -uroot -p < "C:/path/to/your/text.sql"

This needs for the location of the mysql commandline client to be in your windows PATH, otherwise you need to CD (change directory) to where mysql client is, and then run your command.
