TCP IP port collision

I'm running MySQLd.exe on a new computer (Mac M1 with Windows 11 virtual machine). It fails after a few seconds with "Bind on TCP/IP port". I'm using port 3306. I don't think any other copies of MySQLd.exe are running. Is there a way to see if another program is using this port? Can I just assign another port number to MySQLd (like 3307)? I could readily change the programs that use this port.
