Thanks. I wound up solving the problem by realizing via services that MySQL stopped running for some reason, so starting it again resolved the problem altogether, and I have full access to my local database again.

Incidentally, I don't know why "ALTER USER" appeared twice in my post as it is only once in the .txt file, and, as well, no errors resulted in my action, just inability for 'root' @ 'localhost' to access the database
