Ok so I found the solution (maybe it helps someone else).
Seems (as per the manual) if you uses the wizard to install MySQL the command is:
mysqld --defaults-file="C:\\ProgramData\\MySQL\\MySQL Server 8.0\\my.ini" --init-file=C:\\mysql-init.txt --console
