MySQL: Retrieval of the RSA public key is not enabled for insecure connections.

I am unable to connect a MySQL 8 database server. When I enter to PowerBI, the server IP and database name and click the "OK" button, the following error message appears and I cannot proceed.

MySQL: Retrieval of the RSA public key is not enabled for insecure connections.

My versions are as follows:
PowerBI Desktop version 2.141.1253.0 64bit
Mysql Connector .NET 9.2.0

What is going on?
