Mysql Server (Windows) root changes authentication plugin by itself

MySql Server GE 9.3, 9.2 and 8.4.5
I am experiencing a behavior where, upon service restart, the root user's authentication plugin is set to "native password"
The database becomes inaccessible because neither 9.3 nor 9.2 (and apparently 8.4.5 as well) support native password login anymore.
Resetting the root user itself becomes impossible as well for the same reason (can't connect to mysqld) and in the end the only solution is re-install from scratch and restore schemas from a dump.
Has anyone else experienced this? Is there a solution?
