problems after installation - privaleges and passwords

I have two problems:
I have just installed mysql-4.0.20d on my Windows 2003 Small business server. I have tested it from the command prompt and it seems to work. However when I issue a winmysqladmin shutdown command it tells me I dont have shut down privaleges. Why dont I have the right privaleges?
Also I have changed the root user password from nothing to 'mypassword', when I view the users table the password shows up, but if I try and connect using that password access is denied. However if I then use the default no password, it can connect. How do I make this work?
