Characters problems

Hi,
I have a vbulletin forum.
I saved my sql database with phpmyadmin with "export function"
on my PC, the database is ok.
but when I upload it to the server, for exemple the word "détente" appears like this : "Détente".
so I converted the database with "textpad"
then I set up the forum to UTF-8. now, the characters "à" appears like this "ê" or "?".
what can I do with my database to correct this ?
what can I do ?
thanx for your help, I'm a newbie in sql, I can't solve this alone...
