How To Convert Chinese Language to Ascii??

Hii i make a web site and must have chinese character.
I have succes to save a chinese character to MySql and it's shown like this (add the &# infront of the number, coz it will change to mandarin if i not delete it)
20309;20070;33993;
And now the problem is shown when i must compare the chinese text and the ascii, it's be an error of course. So how to convert a chinese text to an ascii like i said before?
I try to look the past message and it tell to use UTF8 but i think my MySql didn't have UTF8
Sorry if my question is stupid, coz i'm a newbie and i use mysql-front so i didn't know how to use it in dos mode. Just for information, i use MySql, PHP, Dreamweaver, IE, and Windows XP OS
please help, thanx before
