How to convert mySQL-5.0.15 utf8 to mySQL-4.1.13 Latin

First of all, I'm a newbie!
working on a windows sytem.

Since i'm a newbie I installed a recent version of XAMMP - http://www.apachefriends.org/en
this is what I've got OFFLINE:
mySQL 5.0.15-nt
phpMyAdmin 2.6.4-pl3

I made a database with the default Collation utf8_persian_ci cause the whole site is in FARSI.
Then I exported the created db as a sql file (gzipped)

But wenn I import the sql file into the Online db ONLY this " ف " chacter is displayed as " ?? "
I checked the ONLINE db and it is the following:
mySQL 4.1.13-standard
phpMyAdmin 2.6.4-pl2

The admin said that they don't plan to upgrade the server yet so I have to convert the UTF8 characterset to LATIN_general_ci.

I would do it the hard way and retype every db entry, if they wern't so many of them!

So any suggestions???
