It's the official MySql documentation itself that recommends editing "one of" the character set files, but it doesn't explain how to do this. Writing a fulltext parser plugin is outside of the scope of most MySql users. At present there's only one parser plugin available and it has problems compiling on many people's machines. So at this time it appears fulltext search is a non-starter for most users.
