why do I need to set encoding in the browser in order to see Arabic letters

I have a page in my website that include Arabic letters, I have no problem inserting the data to the database, but the visitors of the website should set the encoding into "Windows Arabic" in order ro view the Arabic letters!

How can I solve this ?
