Converting to UTF-8 without shell access

Dear all, I need to convert a MySQL database (PHP 5, MySQL 5, Linux) from latin1 to Unicode (UTF-8) and just spent two hours googling for solutions, but all of the instructions I could find somehow assume you have access to a MySQL client. Unfortunately, I do not have access, being on a shared host (Linux), and I'm told that I could not replicate the instructions on PHPMyAdmin. The one thing that did work was exporting the database from PHPMyadmin to a .sql file. Could anyone please offer me some advice?
