Jasper,
Have you made your web pages with this meta tag in the <head>
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
Maybe the database is passing your page a record in UTF8, but your browser is trying to display it using the default iso-8859-1 characters?
