Strange characters appearing in database

Hi there,

I believe this may be a character ste issue, but am not sure hopefully one of you will be bale to clarify.

For some reason uk £ sings are being converted to � in my database. The text is uploaded through a php page with charset=iso-8859-1, database is set as latin1_swedish_ci colation. It's fairly easy to change them back but they weren't there originally so its either happening randomly at database level(unlikely i know) or during the updates to pae content.

The user of the site updates the pages through the php pages and I believe that these characters are coming in when changes are saved. I can't seem to replicate it in this way mind you but its the only way that anything is updated.
