I had that problem and it was because I had to set my output to be UTF-8 in my HTML as well (in the header). My site uses PHP and is a postnuke content management site, so I just added "charset=UTF-8" into my 'language/global.php" files and that fixed the garbage...
HOWEVER, all the japanese exported from my database still displays as '????' marks, and I don't know what to do :(
