I have confirmed this as well.
I have .10a running on an exact copy hardware and software (imaged) to another machine that i installed .11 on.
.10a runs fine
.11 errors out giving "Error while storing user information."
I have also experienced login problems with phpMyAdmin with .11 and not .10a using http authentication.
