In his comment on bug#31351, Mr Barkov
speculated about a utf8 collation where
'aa' is not special. That is different
from this request, which is for a latin1
collation where 'aa' is special.

A new latin1 "Norwegian with special 'aa'"
collation is not currently "in the works".
