??? problem php mysql

hi all, i ahve the same problem as aria is having, but i am using php mysql combination. I can insert data but upon retreival it ocmes like ???. anybody having idea, i will appriciate any suggestion as i even dont know persian language but have to work on it for my client. thanks.
