Trouble with Character Sets

Hello,

I am not too sure where to post this. I have a document with a character set of [iso-8859-1]. I am trying to display the word 'Manutenção' or 'Manutencao' with Portuguese characters if the original doesn't show up.

The problem is that the word goes into the database but for some reason it doesn't come out. I do not know if this is a php issue or a mysql issue. I cannot figure it out.

My Collation for the database is utf8_general_ci, default char set is utf8

Is the above correct for the Portuguese language set?
