Plan A: ALTER TABLE ... MODIFY COLUMN v_DetailPath ... utf8_unicode_ci

Plan B: See if this works:
... ExtractValue (v_XML, CONCAT(v_DetailPath,'@StepTypeID' COLLATE utf8_general_ci))

Or is the collation in trouble in v_XML? Or in ExtractValue?
