Are you using SET NAMES latin1 or cp850 after you connect? This will tell the cli what the bytes you type should be interpreted as.
Are the tables declared to have charset latin1 or cp850? This will tell MySQL server what encoding to use on disk. This does not have to be the same as what you tell the cli.
