The _ci collations also strip accents when comparing. "ñ" with match "n".

Can you describe the collation you would like? Is it essentially "case folding, but not accent stripping"? Furthermore, can you point to some 'standard' that describes such?

phpmyadmin may have some issues. Search forums 10 and 103; there have been several threads recently. Perhaps:
