The collation (utf8_general_ci) is irrelevant. The character set is relevant. utf8_general_ci implies that you must be using utf8.

is what you are looking for.
Can you investigate the data to see if the pound sign is hex C2 A3 (2 bytes).
Did you use SET NAMES utf8 ?
