The "character set" utf8 is best (probably).
There are several "collations", such as utf8_general_ci, that apply to utf8.
Changing the collation would not have caused the question mark. Any of several other settings could have. Please read this, perform the "hex" SELECT indicated, and then we can discuss this further:
