Does your web page start with <meta...> as describe in my doc?
Can I see the web page? (Or at least something that shows the "??"?) I'll see if I can get any clues from View > Source.

And, did you verify using SELECT HEX... that the data in the database was correctly encoded?

So, you ask "why does phpmyadmin show it correctly?" Well, there are many things going on. Sometimes two errors cancel each other out. Sometimes the browser (where phpadmin is running) is "forgiving".
