Problem about displaying chinese characters

I am using MySQL ver.1.4.14 in WindowXP as a service. I create a table using a utf8 character set. I have no problem to display the chinese characters when I input the data in the command line interface. However, when I try to load my plain text file into the table. All the chinese characters become '????' Why this happens?

Secondly, although I can input and output the chinese characters correctly, some of the chinese characters are still in '????' such as this character 許. How to solve this problem?

By the way, after I set the character set to ucs2, no matter I enter any SQL commands, it always displays a sytax error message. This seems very strange...
