I'm pleased that someone has found and used that document without my needing to point them at it.
Your technique using mysqldump sounds good. I hesitate to say anything for sure, since I have been wrong too many times with charset issues.
For the record, could you provide
SHOW CREATE TABLE
SHOW VARIABLES LIKE 'char%';
What language did you use for doing the erroneous load? What connection parameters did you use then?
Were you connecting as root?
