Does Workbench (with character_set_results=utf8) work the same as C# (with character_set_results=NULL)?

How is C# displaying data? That is, is it really in control of the output encoding. (There are so many layers of code that are trying to 'help' with character encoding, it is hard to get to the root of problems like yours!)

If a browser is involved, do you have the <meta...> tag to say utf8?
