Can you tell whether the "localhost" is encoded in euckr or utf8? Can you find the directory that corresponds to the database, and tell which encoding is used for that name?

Are you doing some of this testing from the DOS-like prompt? What "code page" are you using? I don't now the code to set for euckr, but here is what it takes for utf8:

The command "chcp" controls the "code page". chcp 65001 is supposed to provide utf8, but it seems to need a special charset installed, too. To set the font in the console window: Right-click on the title of the window → Properties → Font → pick Lucida Console
