As suspected, the text file has character encoding problems. TextPad reportd them and refuses to open it. NotePad opens it as a UTF-* file but shows some '�' chars. Importing the file into MySQL 5.6 elicits ...

ERROR 1300 (HY000): Invalid utf8 character string: '"Наполная сетка багажного оо'
