It's best to start with the latin1 def in place, then drop any indexes using the column, then ...

ALTER TABLE Tbl MODIFY COLUMN col VARBINARY(...) ...;
ALTER TABLE Tbl MODIFY COLUMN col VARCHAR(...) ... CHARACTER SET utf8 ...;
