I finally realized that the collations had been explicitly set to a different value at the column level. I reset them to the table default, set the table collation to utf8mb4_ja_0900_as_cs, then everything worked as it should.
Sorry for my oversight but your confirming that utf8mb4_ja_0900_as_cs should work helped me determine the problem was somewhere else. Thank you for your time. かじやまさん、ありがとうございます
